1. 招标条件Tender Conditions
江苏省设备成套股份有限公司（招标代理）受JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD.（招标人）的委托，就其柬埔寨国际会议中心城市综合体项目-暖通空调工程设计施工一体化项目（项目名称）进行公开招标，现就有关事宜公告如下：
Jiangsu Complete Equipment Co., Ltd.(Bidding Agency) has been commissioned by JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD. (Tenderer) to conduct a public tender for its HVAC Engineering Design and Construction Integration Project (Project Name). The relevant matters are hereby announced as follows：
2. 项目概况与招标范围Project Overview and Tender Scope
（1）项目名称：柬埔寨国际会议中心城市综合体项目-暖通空调工程设计施工一体化项目
Project Name: HVAC Engineering Design and Construction Integration Project
（2）项目地点：柬埔寨干达省Areyksat地区
Poject Lcation：Areyksat Region, Kanda Province, Kingdom of Cambodia
（3）资金来源：自筹
Source of Funds: Self-Financed
（4）项目概况：本项目基地总用地面积约为11.7万㎡。项目建筑功能现包含会议中心、商业、办公、酒店、空中别墅、游艇会所。本项目总建筑面积约为98万平方米，是由1栋430m主楼、2栋336米副楼、裙房及周边建筑群组成的超高层城市综合体。
Tender Content: The total land area of this project base is approximately 117,000 square meters. The projects architectural functions currently include a conference center, commerce, office space, hotel, sky villas, and a yacht club. The total construction area of this project is about 980,000 square meters, which is composed of a 430m main tower, two 336m auxiliary towers, a podium, and surrounding buildings, forming an ultra-high-rise urban complex.
其中：主楼（A号楼）：大约86层约35万㎡
In particular: Main Tower (Building A): Approximately 86 floors with about 350,000 square meters.
副楼（B1号楼）：大约51层约15.6万㎡
Auxiliary Tower (Building B1): Approximately 51 floors with about 156,000 square meters.
副楼（B2号楼）：大约51层约15.6万㎡
Auxiliary Tower (Building B2): Approximately 51 floors with about 156,000 square meters.
裙楼（C楼购物商城)：约15.5万㎡
Podium (Shopping Mall Building C): About 155,000 square meters.
国际会议中心（D楼独立建筑）：大约8层约4.2万㎡
International Conference Center (Independent Building D): Approximately 8 floors with about 42,000 square meters.
附属建筑群（精品餐厅中心、游艇俱乐部区域）：E1号楼三层高15.5m，E2号楼三层高15.5m；共约0.98万㎡。具体详见建筑总图及经济技术指标。
Auxiliary Building Complex (Gourmet Restaurant Center, Yacht Club Area): Building E1 is three stories high with a height of 15.5m, Building E2 is three stories high with a height of 15.5m; totaling approximately 9,800 square meters. For specific details, please refer to the architectural master plan and economic and technical indicators.
招标范围包含且不限于：设计任务书内提到的设计工作(包括本专项工程的方案设计、初步设计施工图设计、计算、文件准备等)、施工管理、施工准备、施工、生产、采购、运输、安装、调试、测试、验收、竣工备案及质量保证工作、保修及售后服务。
The scope of the tender includes but is not limited to: the design work mentioned in the design task book (including schematic design, preliminary design, construction drawing design, calculations, and document preparation for this specific project), construction management, construction preparation, construction, production, procurement, transportation, installation, commissioning, testing, acceptance, completion filing and quality assurance work, warranty, and after-sales service.
（5）工程最高投标限价：18650万美元。
The highest bid limit for the project: $186.5 million.
（6）建设周期：与本项目整体EPC工期同步完成，预计2555天。
Construction period: To be completed in synchronization with the overall EPC schedule of this project, with an estimated 2555 days.
3. 投标人资格要求Bidder Qualification Requirements
（1）具有独立的法人资格；Possessing independent legal person status;
（2）设计资质要求：具备工程设计综合甲级资质或工程设计建筑行业甲级资质或工程设计建筑行业（建筑工程）甲级资质；
Design Qualification Requirements: Possess a comprehensive Grade A qualification in engineering design, or a Grade A qualification in the architectural industry of engineering design, or a Grade A qualification in the architectural industry (building engineering) of engineering design;
（3）施工资质要求：建筑机电安装工程专业承包一级资质或机电工程施工总承包一级资质并具备有效的安全生产许可证；
Construction Qualification Requirements: A first-grade qualification in building electromechanical installation engineering contracting or a first-grade qualification in general contracting for mechanical and electrical engineering construction, along with a valid safety production permit.
（4）投标人必须提供空调主机制造商出具的针对本项目的唯一专项授权，一个制造商对同一品牌的货物，只允许授权一个代理商投标，如果出现一个以上的授权或者该制造商和其授权的代理商同时参加投标，将对相关投标作否决投标处理；
Bidders must provide a unique special authorization issued by the air conditioning main unit manufacturer for this project. A manufacturer is only allowed to authorize one agent to bid for the same brand of goods. If there is more than one authorization or if the manufacturer and its authorized agent participate in the bidding at the same time, the relevant bids will be rejected.
（5）总承包项目负责人：须为施工单位在职员工，且具有机电工程专业一级注册建造师证书，或国际同类执业证书；
General Contract Project Manager: Must be an employee of the construction unit, and possess a first-level registered constructor certificate in mechanical and electrical engineering, or an equivalent international professional certificate.
（6）施工项目经理：须为施工单位在职员工，且具有机电工程专业一级注册建造师证书；
Construction Project Manager: Must be an employee of the construction unit and possess a first-level registered constructor certificate in the mechanical and electrical engineering field.
注：总承包项目负责人与施工项目经理可兼任。
Note: The General Contract Project Manager and the Construction Project Manager may serve concurrently.
（7）设计负责人：须为设计单位在职员工，且具有注册公用设备工程师（暖通空调）证书，同时具备高级及以上专业技术职称；
Design Principal: Must be an employee of the design unit, and possess a registered public utility equipment engineer (HVAC) certificate, as well as a senior or higher professional technical title.
（8）财务要求：提供2021年度至2023年度审计报告；
Financial Requirements: Provide audit reports from 2021 to 2023.
（9）信誉要求：Reputation Requirements
9.1投标文件中没有失实或者弄虚作假；
The contents in the bid documents are not false or fraudulent.
9.2投标人未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；
The bidder is not under an order to suspend business, has not had their bidding qualifications revoked, nor is their property under administration, frozen, or in a state of bankruptcy.
9.3投标人没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内
